Cecil County Detention Center
The Cecil County Detention Center began operation in 1984 after being built in 1983. It was first designed for 142 inmates, male and female, from minimum to maximum security. A renovation and expansion completed in November 2012 increased capacity to 168 male beds and 32 female beds. The researched county page lists 79 sworn staff and 3 support personnel, with Maj. Cecil County Inmate Charges

Cecil County Inmate Visits
Each inmate is allowed one 30-minute visit per week. Visitors must be on the inmate's visitor list through an Inmate Visitor Application started by the incarcerated person. The inmate receives the application at intake or by written request to the assigned counselor. Family and friends cannot pick up applications at the facility. Completed applications may be accepted at the facility or mailed.

Visitors may be denied for inaccurate application information, being under 18 without a parent or legal guardian, recent confinement at the facility, active arrest warrants, protective orders, safety reasons, or rule violations. Visitors must register with the correctional officer in charge, bring photo ID, and submit to search. Visits are first-come-first-served, and one adult visits at a time, with no more than two adults sharing the 30-minute visit.
Cecil County Inmate Services
Personal mail is limited to postcards according to the Detention Center service page, subject to change. Incoming mail must include the inmate's address information and the sender's name and address. Business correspondence must be clearly marked Business Mail and contain only business correspondence. Photographs are accepted only in an envelope marked Photos or Photographs, with nothing else inside.
Inmates may spend up to $75 per week through Keefe Commissary Network for cosmetics, stationery, food, and limited clothing. Funds can be deposited through Access Secure Deposits at the lobby kiosk during normal business hours or visiting hours, online, or by phone at 866-345-1884. Deposits are recommended by 8:30 a.m. Sunday to meet the weekly commissary deadline. Public commissary packages can be ordered once a week by phone at 800-546-6283 or through the approved Cecil Packages website.
Phone service uses ICSolutions. Information is available at 888-506-8407 or through the ICSolutions website. The Detention Center administration does not accept money orders, checks, or cash for phone service, commissary, or inmate money. Use the approved kiosk, online, or phone vendor paths instead.
The Detention Center also lists programs that can matter when families are trying to understand local custody and short local sentences. Available services include counseling, anger management, GED work, drug and alcohol classes, parenting classes, community corrections programs, religious counseling, worship, and Bible study. Cecil County Sheriff Records
Sheriff records are separate from inmate lookup records. Public records can be requested by fax to the Sheriff's Office Records Department at 410-620-6440. Central Records provides public assistance Monday through Friday, 7:30 a.m. to 3:00 p.m. Accident and incident reports involving property loss or damage are typically available 10 business days after the incident date.
Requests require CCSO Form SO-222 and the payment listed on the form. Payment must be by check or money order only, with no cash and no credit or debit cards. Reports under active investigation or pending trial will not be released, and body-worn camera or in-car camera fees depend on storage size and review or redaction time.
